Javaid Rehman’s 2024 Report on Human Rights in Iran to the UN Human Rights Council

Report of the Special Rapporteur on the situation of human rights in the Islamic Republic of Iran

Javaid Rehman’s final report to the UN Human Rights Council (UNHRC) highlights ongoing, serious human rights abuses by the Iranian government throughout 2023. The report details extensive state-led crackdowns on dissent, particularly in response to the 2022 protests, with continued suppression of women, girls, and human rights defenders. Iranian authorities imposed restrictive policies and introduced new legislation to further control these groups, reflecting a broad resistance movement against authoritarianism.

Rehman underscores the international response to the protests, noting his cooperation with the independent international fact-finding mission investigating alleged human rights abuses. This collaboration involved consultations and data-sharing, as well as Rehman’s meetings with victims and civil society groups in various countries, including France, the Netherlands, Norway, Sweden, the United States, Canada, and Australia. In Canada, he specifically met with families of victims of the Ukraine International Airlines Flight 752 tragedy.

During the reporting period, Rehman sent 24 communications to Iran in coordination with other UN mandate holders, receiving 13 responses, and issued 11 public statements. While Iran denied him entry, Rehman appreciates the limited engagement by Iranian authorities and acknowledges contributions from organizations and individuals that informed his report. His final recommendations urge Iran to prioritize broad human rights reforms and ensure protections for activists and dissenting voices.
