Crisis at Evin Prison: Forced Transfers After Bombing Amid Institutional Silence

In the aftermath of a suspicious bombing at Evin Prison—an incident whose nature and scope have yet to be officially clarified—credible reports point to a dramatic escalation in security measures and the mass, involuntary transfer of detainees, particularly political prisoners. These unprecedented developments have sparked alarm among families, civil society actors, and international human rights organizations.

Escalation of Security and Nighttime Transfers

Verified citizen-captured footage and reliable sources indicate that, under the cover of night, heavily armed security forces surrounded Evin Prison, deploying buses and specialized vehicles to forcibly relocate inmates. Witnesses report that since the evening of June 23, 2025, the prison and its surrounding areas have been under intense military lockdown, with dozens of special forces vehicles stationed on-site.

Multiple female detainees were reportedly transferred to Qarchak Prison in Varamin, in operations carried out without prior notification to their families and under direct threats and coercion. The nature of these transfers suggests clear violations of both Iranian legal standards and international human rights norms.

Armed Raids and Orders to Political Prisoners

In a particularly troubling development, Heydatollah Farzadi, the head of Evin Prison, accompanied by armed members of Iran’s Special Guard Unit, entered Ward 4—one of the main facilities housing political prisoners. Inmates were ordered to vacate the ward immediately, without permission to collect personal belongings, and were forcibly relocated to the Greater Tehran Central Penitentiary. Eyewitness accounts report that prisoners who resisted were directly threatened with firearms.

Ward 4 holds an estimated 400 inmates, the majority of whom are political detainees. The sudden, large-scale transfer of these individuals—carried out without due process or adherence to humanitarian principles—constitutes a flagrant breach of Iran’s obligations under international human rights law, including the prohibition of arbitrary detention and the right to humane treatment of prisoners.

Destination: The Greater Tehran Central Penitentiary

According to local sources, the principal destination for the transferred prisoners is the Greater Tehran Central Penitentiary—a facility long criticized by human rights advocates for inhumane and degrading conditions. Chronic overcrowding, lack of access to adequate medical care, unsanitary living conditions, and systemic violence are well-documented challenges within this prison, placing transferred detainees at significant risk of further harm.

The Bombing: Unexplained and Potentially Exploited

The bombing incident that occurred on June 23, 2025, near Evin Prison remains officially unacknowledged. No government agency has accepted responsibility or issued a formal statement regarding the nature of the attack. The lack of transparency has fueled widespread speculation that the authorities may be using the incident as a pretext for accelerating politically motivated repression and concealing evidence of possible misconduct or structural vulnerabilities exposed by the bombing.

Institutional Silence and Rising Public Concern

More than 48 hours since the crisis began, there has been no official communication from Iran’s judiciary, the Prisons Organization, or security agencies. The absence of any explanation regarding the forced transfers, the current condition of the detainees, or the circumstances of the bombing has only deepened public concern and facilitated the spread of conflicting reports and speculation across traditional and social media platforms.
